CAMPUS CONTRACTS AND AGREEMENTS SIGNATURE POLICY

All purchasing agreements for goods and services and all contracts and agreements that involve the use of college-owned equipment, supplies, or facilities and/or require the college to provide any nature of services, may be signed only by the campus officers listed below. Examples of campus contracts and agreements include, but are not limited to the following:

  • Procurement contracts
  • Revocable permits
  • Sponsorship agreements
  • MOUs
  • Leases
  • Academic programs (3+2 programs)
  • Software agreements
  • Maintenance Agreements
  • Master Service agreement
  • Cleaning agreement – Burchfield
  • Off campus meeting venues   
  • Consultants
  • Construction contracts
  • Events – entertainment, rentals
  • Revenue or instructional (ESL tuition, etc.) contracts
  • Continuing Education agreements

Any other college employee who signs a contract or agreement may be held personally responsible for its performance (payment, liability, etc.) Any contract executed by an employee without express prior authorization is not valid or binding on SUNY Buffalo State. The Public Officers Law is meant to protect state employees only in the performance of their official duties. Employees place themselves at potentially great financial risk by entering into such agreements, written or oral, on behalf of the college without express prior written authorization.

Campus Officers appointed as designees to sign contracts for the College:

  • President
  • Vice President for Finance and Management
  • Associate VP for Administrative Services
  • Senior Director of Procurement Services
  • Director of Contract Management
  • Comptroller
